The trinket also has an upgrade: "traps passively reset faster," but there are no numbers mentioned, so is it a 2% decrease or 20%? Who knows.

So what's the deal here? Additionally, the special upgrade states "Reduce cooldown," but does not mention if that implies further reduced trap cooldowns or the cooldown on the trinket itself.
